This directory is needed to support the "SYSNEWS" facility checked by
command files in the [UTIL.FORDUTIL.NEWS] directory.  System-oriented
news would be MAILed to username SYSNEWS.  Non-operator users would
run the "SYSNEWS" command to read the [SYSNEWS] mail file, without any
worries of updating it.  The well-known MAIL utility is thus used to
organize announcements of system events and to allow users to "REPLY"
to whichever system person MAILed a particular system announcement.

The only requirement for the SYSNEWS username is to have the same UIC
group number as the OPERATOR (or whoever maintains the system news).
The MAIL.MAI file should be protected against the system, SYSTEM:RE,
to prevent uncontrolled MAIL (the protection SYSTEM:RW allows anyone
to send MAIL to SYSNEWS); however, give the GROUP:RW for OPERATOR
updates to SYSNEWS.

Whoever has the password to SYSNEWS can sign on and run MAIL to make
new news OLD or to delete (or archive) very old news.  The OPERATOR
could be given this responsibility.
