This version of MODIFY contains some improvements over the initial version
which is now part of the VMS startup set.  It allows longer record lengths
(up to 512 bytes) and it has a new F77 qualifier for changing Fortran source
code format from tab code to standard and replacing exclamation point comment
delimiters and debug statement delimiters, and/or removing all comments.
