It has a facility called CMI (Contolled-Mount/Init). It forces *all* mounts and inits, either from the command line or within a program (i.e. any use of the sys$mount or sys$init_vol system services) to go through tapesys. If someone attempts to mount a tape, and the tapesys database shows he does not have write access to that reel, the mount is aborted with SS$_NOPRIV. If you set the protection on your system backup tapes to readonly, as I do, then there's no danger of accidentally wiping out a backup tape. CMI won't let you mount it for write, even if you have sysprv or bypass.
