I don't follow this. If it's an internal Mac modem, you can't use it on any other type of computer. If you are really talking about an *external* Accura, then it isn't a MacIntosh modem---you can use it with any type of computer that has a serial interface. You don't say what model of VAXstation you have, but if it's anything other than the VS2000, lock the computer-to-modem speed at 19200 and let the Accura negotiate the actual line speed. It may wind up at 2400 anyway, but it will connect at the highest speed supported by both modems. If you have a 2000, I have heard of a firmware bug that causes a system hang at 19200. it has never happened on my 2000, though.
