Always look in the DEC ELECTRONIC STORE a kind of BBS at 1-800-234-1998.

There is a product for this, although it does seem like DIGITAL is not
doing a very good job at getting software vendors to use it. For
example the list price for license media and documentation adds
up to about $9500. A fairly big hit for a simple checksum generator
and documentation on a few simple function calls to use at runtime.
Hit really hurts the small developers because it seems that the large
places who could afford this are able to swing product-loaner arrangements.
Good luck trying to obtain it at a university, but let us know how you
do now that you know the exact part numbers!

you could always order QA-YWPAA-GZ at $190 list.

 The DEC LMF PAK Generator for VMS software enables third parties to
 use Digital Equipment Corporation's License Management Facility (LMF)
 Software. It consists of the right to use the VMS License Management
 Facility system service calls in any licensee's products using a sin-
 gle LMF Producer Name and LMF Issuer Name. It includes the PAK Gen-
 erating software, consisting of a callable routine which generates a
 valid LMF checksum, and an application which issues and prints Prod-
 uct Authorization Keys (PAKs). The application uses the callable rou-
 tine; however, the user may access the callable routine directly.

 Prior to receiving the software, the third party must register their
 ISSUER and PRODUCER company name with Digital Equipment Corporation.
 This will ensure that the PAKs they generate will contain information
 unique to their company.
