Have you tried adding the following to DECW$TERMINAL_DEFAULTS.DAT -

*bigFontSetName: -bitstream-terminal-*-*-*-*-*-360-*-*-c-*-*-*
*littleFontSetName: -dec-terminal-medium-r-narrow--14-100-100-100-c-60-iso8859-1
