Makefile.pl broken on non-Unix platforms

I just tried to build razor on VMS. The Makefile.PL for razor-agents
writes parts of the Makefile itself instead of let MakeMaker do it.
This is not portable. Here's a patch against 2.36 to make it portable.


For VMS I still need to add a small workaround for a bug in
MakeMaker. The EXE_FILE keyword does not create a
target
in the MakeMaker versions currently shipping.

Here's the fix that addresses the EXE_FILE problem and 
has small 
cleanups.  With this I can successfully build
razor.  Razor still needs 
other patches for VMS which I
will address sepatately.  Except for 
the EXE_FILE problem
the changes to the Makefile.PL are 
independent of the 
operating system.  However, this man5 section 
thing does not
work well.
