I'm not sure what you are asking -- you're mixing several terms, and I'm not certain if you are using the DECwindows interface or (more likely, based on phrasing) the character cell interface in a DECterm.) Logical names used by the debugger include dbg$input and dbg$output, and dbg$decw$display -- the latter is often set to " " when one wishes to use the character cell interface in preference to the DECwindows display -- while the former two logical names are used to redirect the character cell interface to another terminal. To create a new DECterm terminal, use CREATE/TERMINAL... I'd look at using /DETACH and /NOLOGGED_IN if I wanted the debugger to grab control of the newly-created terminal, and the /DEFINE command to acquire the name of the newly-created terminal.
