The reason for this is not arbitrary. Files on disks in a volume set may cross disk boundaries, and their is no way, short of an exhaustive scan of all files in the set, to fix the problem (theoretically it could be done, but one would have to be VERY VERY careful -- Please note that I have done some wild things with FILES-11, and I am being very cautious).
