The Python programming language [1] has a simple SGML parser in its
library that understands (only) the features used by HTML. I don't
know if that is good enough for you.

I do use this for the documentation of my port of Python to OpenVMS [2].
The doc is written in HTML and I have created a simple converter using
this library to create RUNOFF output.
