  Presuming you are comparing OpenVMS Security to the IBM MVS operating
  system, the functions performed by the IBM RACF, ACF2 or Top Secret
  packages are integrated directly into OpenVMS.
 
  If you require Mandatory Access Controls (sometimes refered to as
  non-discretionary or military security), the variant of OpenVMS known
  as SEVMS is available and evaluated at the NCSC Class B1 level.
  (Various versions of OpenVMS are evaluated at NCSC Class C2 security.)
