The terse disk free space question dept
 The Question is:

What is the recommended amount of free disk space for the system disk and/or
the data drives? Customer has a VAX4000/100 and a Microvax 3100/90.

 The Answer is:

The appropriate amount of free disk storage is entirely dependent on
the local application(s) and the local system environment and disk
usage patterns. If, for instance, the data is static, then you can
run the disks entirely full, or even write-lock the disks. If, on
the other hand, the systems regularly receive several gigabytes of
critical downloaded data, you will want to have rather more disk free
  space available.
