The terse queues and spooled devices dept
 The Question is:

How can spooled queues lose their spooled device assignment?

 The Answer is :

Spooled devices are usually involving applications or programs
which copy directly to specific devices. To allow access to
these devices to be shared, the devices are marked as spooled.

As for target devices for device queue, the configuration or
reconfiguration of the queue or queue database usually involves
operator command input (or a reboot or restart off a different
database, etc), but could also potentially involve (unspecified)
queue database corruptions or (unspecified) queue manager
  run-time problems.

Please ensure your system is at the current ECO for OpenVMS,
and then contact the customer support center.
