The terse CD file copy dept
 The Question is:

what are the commands to copy files from cdrom to alpha

 The Answer is :

MOUNT the device, then COPY the files, most commonly.

  CD-ROM volumes formatted with ISO-9660, ODS-2 or ODS-5 all
operates as a random-access disk device, and disk commands
(generally) operate (for read access, of course) will CD-ROM
  media.

For details of installing OpenVMS from CD-ROM distribution
media, please see the OpenVMS installation documentation.

For information on writing CD-R or CD-RW media on OpenVMS,
  please see the OpenVMS FAQ.

As is often the case, one- or two-line questions can be and
often are exceedingly difficult for the OpenVMS Wizard to
answer, as the questions are often unexpectedly ambiguous.
(This as stated in the introduction to asking questions.)
Without a general identification of the disk and CD devices,
particularly the CD volume format, and specific application
requirements, the OpenVMS Wizard will often have to make
various assumptions. These assumptions will mean that the
answer(s) provided here may or may not be appropriate for
  the particular application requirements.
