When people send me tapes I am still sending out V1.1, as distributed
on the Spring '89 SIG tape (but with updated map files).  I have several
more bug fixes and enhancements to complete, not to mention testing with
VMS V5.2 and LAT V3, before I'll be ready to declare that a new version
can be released.  

Meanwhile, to get rid of Hdr[0] not DLE messages, just set the debug mask
to disable logging of all packet-related events (that is, ensure that bits
7 through 11, inclusive, are clear; or in other words, 'and' your current
debug mask with 770177 (octal).
