If you're using a big VAX to paint the "DIGITAL/login" banner
on small VAXstations, you may have noticed that an idle workstation
eats up about 2/100ths of a CPU second every elapsed second.

Why is it doing this on an otherwise unused system? Well, look
at the cursor, and you'll see. That's right, the blink-blink-blink
of the cursor is controlled by your bigger VAX system, to the tune
of two invert pixmap operations every second.

Now, on a big VAX you probably don't care, but if you do, here's how
you can make the blink go away:

In DECW$SYSTEM_DEFAULTS:DECW$LOGIN.DAT, insert the following
line virtually anywhere (near the top is good):

*blinkRate:0
