Yes, look in SYS$MANAGER and find the file DECW$PRIVATE_SERVER_SETUP.TEMPLATE.
Copy this file to DECW$PRIVATE_SERVER_SETUP.COM in sys$specific:[SYSMGR] area
for the grey-scale VS2000 (all the same if not an LAVC machine).  Then
edit DECW$PRIVATE_SERVER_SETUP.COM and reboot the VS2000.

I have a grey-scale VS3200 on my desk with a DECW$PRIVATE_SERVER_SETUP.COM
in its system-specific [SYSMGR] area on the LAVC system disk.  The file
contents are:

$!
$! NAGY:: is a VS-3200, intensity system (B&W monitor)
$!
$ decw$color == "F"
$exit
