    If you can grant your account with the CMKRNL privilege (even
    temporarily), try :

    $ set watch file/class=all

    before invoking SPAWN.

    You will get an XQP trace which might tell you which file access fails
    if this is the real problem.

    %XQP-I-FUNCTION, Access <filename> (<fid>), Status: <status-code>

    Trace is reset by :

    $ set watch file/class=none
