SRI International's MultiNet TCP for VAX/VMS has had an RPC/XDR library
for many years now.  Porting SUN's RPC/XDR code to VMS will not be
very difficult at all -- mostly what you are going to need is a routine
to read a UDP packet with the ability to timeout if a packet is not seen
in a specified amount of time.
