Netscape Navigator was built on OpenVMS V6.1.  You can fix the MTHRTL problem
by finding a DEC Fortran V6.0 or later kit, and installing just the RTL portion
of it (you don't need a PAK to do this.)  I can't promise that this will
allow Navigator to work properly, though (there may be other dependencies.)
