The scaling factor is a ratio of two=      integers that are specified on the command line and thatn<      default to unity.  The -a option is used to specify the?      numerator of the scaling factor, and the -b option is usedaP      to specify the denominator of the scaling factor.  _R_o_o_t_F_i_l_eA      is the filename of the top (root) cell in the layout hierar-K	      chy.p  K      _S_c_a_l_e will become an interactive program if the command linerA      arguments are insufficient.  Input and output do NOT default ?      to standard I/O.
