Do your open in supervisor mode (or better) with FAB$M_PPF set in FAB$L_FOP.
Then create a supervisor mode logical name containing an escape, a null and
the two bytes taken from FAB$W_IFI.

I've never tried this.  But it should be at least close to correct.
