I had this after the defines I'd put in SYSTARTUP_VMS.COM for Samba, it turns 
out the defines were simply misleading.  You actually identified the problem 
on Saturday.  Once I added '$ tcpip enable service smbd' to the last line in
SYS$STARTUP:SAMBA_STARTUP.COM everything came up fine when rebooting.
